Sultan Haitham Issues Royal Decrees Renaming Public Prosecution to Office of the Attorney General

His Majesty Sultan Haitham bin Tarik issued four important royal decrees that have changed and restructured the country’s judicial system and have defined some public projects in Oman. There are some important changes in the administrative framework of the Basic Law of the State as well as the entire judicial system of the country. Oman Public Prosecution Renamed

The essence of all the legislative measures lies in the issuance of Royal Decree no. 80/2026 that has changed the term “Public Prosecution” to the “Office of the Attorney General.” All references to the old nomenclature and the term “Public Prosecutor” in the laws and royal decrees are replaced with the new term.

The restructuring extends through the entire legal hierarchy, establishing new standardized titles including Deputy Attorney General, Assistants of the Attorney General, Heads of the Office of the Attorney General, Senior Attorney, Second Attorneys, and Assistant Attorneys.

Oman Public Prosecution Renamed

Complementing this structural evolution, Royal Decree No 79/2026 amends fundamental provisions within the Basic Law of the State, ensuring total statutory consistency by institutionalizing the phrase “Office of the Attorney General” wherever the judicial body was previously cited. Both legal decrees mandate the cancellation of any prior provisions that contradict the newly established standards and take immediate effect upon publication in the Official Gazette.

Through Royal Decree No 81/2026, His Majesty has appointed Nasr bin Khamis bin Mohammed al Sawai to serve as Attorney General, placing leadership of the newly designated institution under his stewardship.

Beyond judicial reforms, the series of royal orders includes Royal Decree No 82/2026, which grants public utility status to major transport infrastructure expansions. The decree applies to the design and implementation of the dual carriageway project along the Barka Link Road in South Al Batinah Governorate, the Al Suwaiq Link Road, and a strategically vital overpass in North Al Batinah Governorate.

Authorizing state entities to expropriate necessary lands via direct implementation in accordance with the Public Utility Expropriation Law, the decree aims to accelerate regional mobility and enhance logistics across the Batinah corridor. Oman Daily Report
