His Majesty Sultan Haitham bin Tarik has issued four Royal Decrees concerning various transfers, promotions, and appointments of personnel in the Sultanate’s diplomatic missions abroad.
Royal Decree number 71/2026 provides for changes in the personnel of Oman’s embassies in several foreign countries.
Among those recalled to the capital from their posts as ambassadors are Sheikh Al Abbas bin Ibrahim Al Harthy, who was accredited to Malaysia; Yousef bin Ahmed Al Jabri, accredited to Austria; Dr. Mohammed bin Said Al Busaidi, accredited to Japan; Dr. Saleh bin Amer Al Kharousi, accredited to Kuwait; and Sayyid Turki bin Mahmoud Al Busaidi, accredited to Syria.
The ambassadors reported to the General Diwan of the Sultanate’s Foreign Ministry in Muscat. According to the decree, Mohammed bin Abdullah Al Bahrani has been transferred from the post of Oman’s Extraordinary and Plenipotentiary Ambassador to Kazakhstan to the same post in Iraq.
Concurrently, the decree elevates multiple diplomats to head strategic bilateral missions worldwide. Sheikh Nasser bin Sulaiman Al Harthy takes charge as ambassador to Belarus, while Faisal bin Omar Al Marhoon has been designated to lead the Omani embassy in Damascus.
Furthermore, senior diplomatic personnel have been formally granted ambassadorial rank to represent Oman in major global capitals: Ali bin Ahmed Al Shanfari (Kuwait), Anwar bin Ahmed Muqaibal (China), Yaqoub bin Badr Al Ruqaishi (Sudan), Salim bin Habib Al Omairi (Somalia), Salim bin Saud Al Habsi (Austria), Rashid bin Ali Al Badi (Senegal), Eng. Hatim bin Hilal Al Yaqoubi (Malaysia), Aseela bint Nasser Al Kayoumi (Japan), and Dr. Sheikh Salah bin Salim Jaaboub (Kazakhstan).
Expanding Oman’s diplomatic reach across North America and Africa, additional royal decrees establish broad non-resident ambassadorial mandates.
Royal Decree No. 72/2026 authorizes Talal bin Sulaiman Al Rahbi, Oman’s envoy to the United States, to assume non-resident ambassadorial duties for Canada, Mexico, Cuba, and the Dominican Republic.
Royal Decree No. 73/2026 assigns Abdullah bin Nasser Al Rahbi, Ambassador to Egypt, as non-resident representative to Angola. Lastly, Royal Decree No. 74/2026 designates Khalid bin Salim Ba’makhalif, Ambassador to Morocco, to concurrently oversee diplomatic representation in Benin and Sierra Leone.
All decrees take immediate effect from their date of issuance and will be officially published in the Royal Gazette.
