The Ministry of Labour has implemented a revised career advancement scheme for public servants in the entire state administration with the backing of a monetary incentive package worth OMR 10 million. According to the revised scheme, money is allocated to various government institutions through a ratio based on the total number of employees in each institution. Oman civil service
The regulatory framework creates three separate career advancement tracks aimed at recognising high performers, evaluating them systematically, and retaining them within the government institutions. The three career advancement tracks under the scheme are the fast track for high performers, the flexible track through cumulative scoring, and the special track that is aimed at retaining and attracting certain skill sets. Government organizations must strictly follow the fast and flexible routes, while the special track remains subject to the final discretion of entity heads based on specific operational demands.

Under the fast-track criteria, government workers must hold a minimum of three years of continuous service in their current grade, achieve three consecutive “Excellent” ratings under the Ejada performance management framework, and maintain a clear record free of disciplinary action. Furthermore, candidates must align with established job progression limits mandated by historical civil service classification decisions.
For the flexible pathway, candidate eligibility depends on a comprehensive 100-point scoring matrix. Up to 75 points are allocated based on an average of the staff member’s highest three performance evaluations, while the remaining 25 points evaluate individual professional competence, split equally between job readiness and skill enhancement efforts. Public servants receiving a “Poor” rating in their latest review are entirely barred from promotion considerations.
Promotion decrees will be officially issued by unit heads semi-annually, taking legal effect on January 2 and July 2 each year. Legal safeguards also ensure that employees under active investigation have their target grades reserved, granting retroactive promotion if exonerated or issued minor penalties. Oman Daily Report
