Oman launches National Employment Policy aiming to create 300,000 jobs for citizens by 2030

Oman has introduced its National Employment Policy. The goal is to create 300,000 jobs for citizens by 2030 as it is a part of the country’s long term plan to change the economy. The policy aims to make the labor market stronger. It wants to make workers more competitive and also wants to make sure the jobs people get match what Oman Vision 2040 wants.

The policy focuses on getting Omani people to work in both government and private jobs. It also wants to make sure that schools and training programs match what the economy needs. Officials said the policy gives a plan to make more jobs available. It wants to fix the gap between what people know and what jobs need. It wants to get people ready for different kinds of work.

According to the government, the strategy places strong emphasis on developing a skilled national workforce capable of supporting economic diversification. It includes measures to improve coordination between educational institutions, employers and training providers so that graduates possess the competencies required by key sectors such as logistics, manufacturing, tourism, technology, renewable energy and other high-growth industries.

The National Employment Policy also seeks to encourage greater private sector participation in hiring Omani nationals through initiatives that enhance productivity, promote career development and improve labour market efficiency. Authorities said the framework will support entrepreneurship, strengthen vocational education and expand professional training programmes to help citizens adapt to changing economic conditions.

Officials noted that employment generation remains a central pillar of Oman Vision 2040, which aims to build a diversified, knowledge-based economy less dependent on hydrocarbons. By creating sustainable jobs and investing in human capital, the government hopes to improve economic resilience while increasing opportunities for young Omanis entering the labour market over the coming years.

The policy further underscores the importance of collaboration between government institutions, private businesses and educational organisations to achieve its employment objectives. Authorities said regular monitoring and evaluation mechanisms will be introduced to assess progress and ensure labour market policies remain responsive to future economic developments.

With a target of generating 300,000 jobs by the end of the decade, the National Employment Policy represents one of Oman’s most significant workforce initiatives, reinforcing the Sultanate’s commitment to inclusive economic growth and sustainable employment for its citizens.
